In 2014 the largest domestic enterprises having a significant negative impact on the environment started to introduce the best available technologies. The reform includes a complex of measures of a technological, organizational and administrative nature, among which the issues of environmental regulation are of a high-priority importance Thus, new types of normative standards have been introduced as well as new requirements for the mandatory receiving a comprehensive environmental permit, the requirements for making lists of controlled substances have been significantly changed.
Some of the largest industrial enterprises began to introduce a new system of work based on the principles of the best available technologies in 2019.
In this case it is referred to the operation of objects of the first category that have a significant negative impact on the environment. But in the course of the reform it became obvious that the array of regulatory requirements accumulated previously does not allow to organize stable operation in the presence of a comprehensive environmental permit.
Nevertheless, the Arkhangelsk Pulp and Paper Mill already has some experience in this respect as it has been operating on the basis of a comprehensive environmental permit since 2019.
«We are implementing a program to improve environmental efficiency which includes among others 22 water-protective measures. Some activities are implemented with a slight adjustment in terms due to objective reasons. And we consider it timely to legislatively regulate the processes of adjusting the change in terms for the large industrial enterprises – this is exactly what complicates the work now», - said Dmitry Zyliov, Director General of the Arkhangelsk Pulp and Paper Mill JSC.
The APPM’s initiative was announced during the visiting meeting of the Standing Committee on ecology of the Parliamentary Association of the North-West of Russia, which was held in Novodvinsk. The proposal was accepted for work by the members of the Standing Committee on ecology of the Parliamentary Association of the North-West of Russia.
«Our committee will recommend the consideration of the APPM’s appeal at the conference of the Parliamentary Association of the North-West of Russia, which will be held on June, 8. The initiative approved by the Parliamentary Association will be sent to the Government of the Russian Federation», - explained Valery Gubarov, Chairman of the Standing Committee on ecology of the Parliamentary Association of the North-West of Russia.
