APPM proposes to provide governmental preferences to personnel training companies

Arkhangelsk PPM, JSC, considers that it is important to arrange an independent sub-program for implementation of development strategy of timber complex until 2030, a problem of personnel and scientific support of forest sector companies of the country. It was announced by Director for Relationships with Governmental authorities of APPM Nikolay Krotov at the meeting of Russian Union of Timber Industrialists and Exporters.

“On the model of agricultural industry, it would be appreciated that timber complex had a number of governmental preferences for the companies, which train personnel (most significantly specialists with higher education), - noted Nikolay Krotov. – For example, it would be an opportunity to have a government contract for specialists training for commercial facilities of timber complex, a system of tax concessions for investments in modernization of material resources of educational establishments and PIT free educational allowances paid by the facility”.

During his performance, APPM speaker paid attendees’ attention to basic postulates of assignments of RF President and Plan of activities for decriminalization and development of forest complex, approved by Deputy PM of RF Victoria Abramchenko. According to Nikolay Krotov, these program documents are intended not only for decriminalization of timber complex, but for its development as well. And, if the assignments for forming legal fundamentals and providing transparency of all stages related to wood harvesting and flow are performed in due time, then the issues concerning the number of preferences for timber complex enterprises are implemented “much more sluggishly”. “Arkhangelsk PPM sent its proposals for draft decision, and first of all, they are intended for assurance of maximum openness of decision-making processes, resulting in possible additional fiscal and administrative burden on business”, - pointed out Nikolay Krotov.

Top Manager of Arkhangelsk PPM reminded that the Strategy provides implementation of package of measures including, among others, a change-over from extensive model of forest exploitation to intensive utilization and regeneration on the basis of area-region principle; timely forest management fieldwork and provision of true and current information on forest resources in intensive (prospective) area of forest exploitation and availability of current raw material base.   Nikolay Krotov emphasized that both administrating authorities and forest business are interested in these fields of work. According to him, paradox is that on the one hand these issues are not rejected by any participant of forestry relations, on the other hand they are long-lasting and practically chronic charged problems of industry: the issue of forest management have been discussed for 15 years, forest roads – even longer, during the whole post-Soviet period.

“In Strategy implementation plan Arkhangelsk PPM proposes to mark out these questions into self-contained sections, note down a detailed set of activities for solution of these problems with particular executors and rather short terms for implementation of these activities”. – resumed Nikolay Kotov.
