The participants of offsite meeting of Russian Association of Organizations “Bumprom” at APPM site signed the Protocol on “Green” economy

The participants of offsite meeting of Russian Association of Organizations “Bumprom” at the site of Arkhangelsk PPM, JSC, which took part on May 30 – June 1, 2021 in Novodvinsk, signed the joint final Protocol.

A positive experience of holding a meeting at the mill is pointed out in the document. It makes possible to get acquainted with company operation experience in ecological sphere; the attention was drawn to the necessity of intensifying efforts of working group towards legal and regulatory framework related to extended producer responsibility and updating, development of requirements to the request for obtaining complex ecological permit (CEP). High risks concerning emission control automation are also emphasized in the protocol.

The participants of the meeting decided to prepare on behalf of RAO “Bumprom” the proposals to Russian Union of Industrialists and Entrepreneurs and RF Ministry of Natural resources on the issue of legal and regulatory framework development for CEP obtaining, maintenance of industrial ecological control and payment for negative impact for the environment etc.

The participants of the meeting must prepare and present to RAO “Bumprom” conceptual (extended) proposals with a view to update reference guide of ETS BAT 1 and organization of working group for reference guide updating.

According to the Chairman of the Board of Directors of RAO “Bumprom” Yuriy Lakhtikov, preparation of the protocol of ecologists working group of pulp and paper industry at Arkhangelsk PPM enabled to lay down the specific directions for the further work in the sphere of industrial ecology while the trail is still hot.

“Prior to protocol signing there were two days of hard work of mills’ ecologists, representatives of government authorities, competent experts, - pointed out the head of RAO “Bumprom”. – For the first time they had a success to gather at one site the following specialists: representatives of pulp and paper mills, regional administration of Rosprirodnadzor, Rospotrebnadzor, Rosvodresurs, Center of ecological and industrial policy, industry-based research community, work out constructive stimulating discussion with all its participants”.

As per Yuriy Lakhtikov, protocol signing approved serious intensions and readiness of Arkhangelsk PPM, RAO “Bumprom” management, ecologists of branch enterprises to continue their work on implementation of the Best available techniques, reduction of negative effect on environment, further development of “green” economy in Russia and in the world, which is based upon utilization of renewable raw wood and maximum optimization of resources and energy consumption.
